Virginia Graduated Driver License Program

Virginia's comprehensive four-tier GDL system is among the most thorough in the nation, preparing young drivers through progressive experience and responsibility.

Learner's Permit (Age 15.5): Applicants must be at least 15 years and 6 months old and pass a written knowledge test and vision screening. Learner's permit holders must be supervised by a licensed driver age 21 or older. They cannot drive between midnight and 5 a.m., cannot use handheld devices while driving, and are prohibited from driving with more than one unrelated passenger under age 20. Permit holders must complete at least 60 hours of supervised driving, including a minimum of 10 hours at night.

Restricted License (Age 16): After holding a learner's permit for at least 6 months, passing a road test, and completing driving hour requirements, 16-year-olds can apply for a restricted license. With this license, you can drive unsupervised, but restrictions remain: you cannot drive between 11 p.m. and 6 a.m. (except for school or work), cannot have more than one unrelated passenger under age 20 for the first 6 months, and must maintain zero points.

Provisional License (Age 18): Upon reaching 18, your restricted license becomes a provisional license with slightly expanded privileges. Nighttime restrictions are lifted, and passenger restrictions are removed, but you must maintain a clean driving record.

Full License (Age 18-19+): After 12 months of holding a clean provisional license record, you can obtain an unrestricted Class A license with full driving privileges.
