Kentucky's Graduated Driver Licensing Program

Kentucky's graduated driver licensing system provides structured progression toward full driving privileges, with each stage building on previous experience. This evidence-based approach significantly reduces crash rates among new drivers.

Learner's Permit (Age 16-17, or 15+ with parental consent) allows supervised driving only—a licensed driver (21+) must be in the front seat at all times. Nighttime driving is restricted (midnight to 4 a.m.). Cell phone use is prohibited while driving. You must complete a certified driver education course and maintain a clean driving record. The permit is valid for 24 months.

Intermediate License (Age 17-18) is earned after holding the learner's permit for at least 6 months and passing the road test. The intermediate stage allows more independence while maintaining safety restrictions. Nighttime curfew applies (midnight to 4 a.m.). Passengers under 18 are limited—only one young passenger unless supervising adult is present. Electronic device use is prohibited. These restrictions remain until age 18.

Unrestricted License (Age 18+) grants full driving privileges once you reach 18 with a valid intermediate license. All GDL restrictions are removed. The Kentucky written test contains 40 multiple-choice questions covering traffic laws, road signs, safe driving practices, and Kentucky-specific driving regulations. You must correctly answer at least 32 questions (80%) to pass. The test takes approximately 45 minutes and is administered at Kentucky Transportation Cabinet offices throughout the state. The practical driving test evaluates your ability to safely operate a vehicle in Kentucky traffic conditions. The certified examiner observes vehicle control, proper signal use, safe parking, and decision-making at intersections and in various traffic scenarios. The test lasts approximately 15-20 minutes and includes both residential and higher-speed road sections. You must provide a properly registered vehicle that passes the pre-test safety inspection.
