Illinois Graduated Driver Licensing Program

Illinois' graduated driver licensing system provides structured progression toward full driving privileges. This evidence-based approach has significantly reduced accident rates among young drivers while building safe, competent operators.

Learner's Permit (Age 15-16) is valid for two years and requires a supervising driver (parent, guardian, or licensed adult 21+) in the front seat at all times. Nighttime driving is restricted (midnight to 5 a.m.). Zero tolerance for alcohol is enforced—any detected alcohol results in permit suspension. Cell phone use is prohibited while driving. You must complete a Driver Education course during this stage.

Probationary License (Age 16-18) is earned after holding the permit for at least one year and passing the road test. The probationary license maintains several restrictions. Nighttime curfew applies (10 p.m. to 6 a.m.) until age 17. Passengers under 20 are limited; only one young passenger (under 20) allowed unless supervising adult is present. Electronic device use is prohibited while driving. These restrictions remain until age 18.

Unrestricted License (Age 18+) grants full driving privileges once you reach 18 with a valid probationary license. All GDL restrictions are removed, though standard Illinois traffic and safety laws remain in effect. The unrestricted license allows independent driving without passenger limitations or curfew restrictions.
